New York City's Fleet is the Greenest in the Nation

NYC operates the most sustainable fleet in the country through the NYC Clean Fleet Plan, originally issued in 2015 and updated in 2021 and 2024 in conjunction with Executive Order 41. As outlined in the Clean Fleet Plan, NYC Fleet has achieved the planned goal to reduce greenhouse gas emissions 50% by 2025. NYC will continue the electrification of the City Fleet in accordance with Local Law 140 of 2023. Until NYC can achieve zero emissions, DCAS will implement biofuels including renewable diesel to replace fossil fuels.

We have issued several key reports on our sustainability efforts. Our sustainability brochure is a concise explanation of our efforts. We created our NYC Clean Fleet Transition Plan in 2022 with the US DOT Volpe Center. An updated plan is in the works. We published an introduction to Electric Vehicles for operators called Let’s Talk About EVs and issued reports on EV battery materials and battery performance with performance data. In 2025 we published our first report under Local Law 140 on the transition to electric vehicles. For fun, and education, we made an educational video about our EV fleet in partnership with NYC Public Schools.

Electric Vehicles and Plug-in Hybrids

The City of New York operates over 2,260 on-road electric vehicles (EVs) and plug-in hybrids. Full EVs include over 250 Nissan Leafs and over 300 Chevy Bolts, among others. The City has over 600 additional off-road EV and solar units. Electric Chargers and Solar Power

DCAS is rapidly expanding its base of electric chargers to support its electric and plug-in hybrid vehicles. We have installed over 2,000 charging ports across over 1,300 charging stations, including over 290 fast-charging stations, at City garages and parking locations around the city. We have deployed over 150 solar carports that allow EVs to be completely independent from the electrical grid and fossil fuel energy. We have partnered with City schools to provide both solar chargers and EVs to support education programs and adopted other solar powered city equipment.

DOT is also providing some chargers from its curbside charging program for city fleet use. This memo provides guidance to City agencies on using these charging stations.

Publicly Accessible DCAS Electric (EV) Chargers:

DCAS provides public access to a selected list of the fleet EV chargers above. Members of the public may charge their EVs at these sites for a nominal charging fee. Please see details on this pilot program and the map of our DCAS public access chargers. In addition, NYC DOT is rolling out a network of dedicated public access curbside EV charging sites.

Hybrids

In addition to plug-in hybrids, the City’s fleet has over 5,500 hybrid vehicles in a variety of makes and models. The City has been investing in hybrid vehicles for more than 15 years. Some hybrid models offer 50% better fuel economy than comparable conventional cars. The City also operates some hybrid diesel-electric trucks.

Biodiesel and Renewable Diesel

The City of New York operates over 11,000 diesel vehicles. In 2007, we began piloting the use of biodiesel blends to reduce emissions. Today, biodiesel blends are standard in all city fleet fueling sites. We improve our biodiesel blends by increasing the percentage of biodiesel and introducing renewable diesel. In accordance with federal and local law, we use diesel particulate filters and diesel emissions fluid to further reduce emissions.

Natural Gas (CNG)

The City of New York operates over 100 CNG vehicles, including select sanitation trucks and sweepers, passenger vans, and Honda Civic sedans. We operate three CNG fuel sites to support this fleet.

The City has made major strides to reduce its fleet size, right-size vehicles, install tailpipe emissions reducing equipment, better analyze fuel use, and more.
