Get Ready to Contract

Want to learn how to do business with the City of New York? The Mayor’s Office of Contract Services’ (MOCS) Contracting Roadmap will guide you through the process, each step of the way.

It’s easy as 1, 2, 3:

1. Create a PASSPort Account at nyc.gov/passport

PASSPort is the City's end-to-end procurement platform, designed to streamline every stage of the contracting process.

  2. Create and validate an account in the Payee Information Portal (PIP)

1. • • The Payee Information Portal is a platform for service providers to register, view transactions, and get paid by the City.  
   •  
     • PIP account status must be “activated.”

3. Submit an HHS Accelerator or Discretionary Prequalification Application in PASSPort

• • • Human services providers must be prequalified in order submit an RFP for most human service opportunities.
  •  
    •  Prequalification application must be “Approved.”

Congratulations! Once you’ve completed these steps, you’re ready to do business with the City.
