Payment Initiatives 

  • Discretionary Grant Pilot: The Adams Administration and NYC Council launched a landmark reform to streamline the city’s discretionary funding process. By eliminating 13 procedural steps, select organizations with small contracts (up to $25,000) across designated agencies will now receive grants within months—accelerating support to those who need it most.

  • FY26 advances: Nonprofit providers contracted with the city will receive a record $5 billion in advance payments during Fiscal Year (FY) 2026, delivering much-needed upfront resources to organizations that provide critical services to the most vulnerable New Yorkers.

  • Returnable Grant Fund (MOCS): Access to interest-free, service fee-free loans for human service providers contracting with the City.

Budgeting and Invoicing Resources:
