NYC's Pathways to Industrial and Construction Careers (PINCC) initiative was launched in 2022 through an $18.6 million federal grant from the Good Jobs Challenge program from the U.S. Economic Development Administration. PINCC is a workforce development program that helps low-income New Yorkers enter good-paying and union jobs in construction, transportation, industrial, maintenance, and building services.
PINCC connects training providers, labor unions, employers, and community-based organizations to supportive services for jobseekers that include transportation assistance, financial literacy, driver's license education, job retention support, background check assistance, and tools and uniforms.
The Human Resources Administration (HRA) serves as the lead service delivery partner for PINCC with programmatic and administrative support from NYC Talent and the Consortium for Worker's Education (CWE).
