Chief Nonprofit Officers

CNOs coordinate with MONS and MOCS to improve services, provide quality customer service in response to outreach from nonprofits, and expedite payments and communications with nonprofits. The role was established as part of Executive Order 47.

Administration for Children's Services (ACS) – Jill Krauss

Jill Krauss has worked at ACS since 2012. Jill currently serves as Senior Advisor to ACS Commissioner Jess Dannhauser, where she oversees Strategic Planning and special projects at the agency. Prior to this role, Jill served as the agency's Chief of Staff. Jill received her J.D. from Fordham University School of Law and her B.A. from Wesleyan University.  Connect with Jill.


NYC Aging – Erkan Solak

Erkan Solak is the Chief Nonprofit and Contracting Officer at the NYC Department for the Aging (NYC Aging). He leads the agency's partnerships with nonprofits, working to enhance services for older New Yorkers, while also overseeing all agency procurement and ensuring regulatory compliance. Department of Consumer and Worker Protection (DCWP) – Erik Schiff 

Erik is the Agency Chief Contracting Officer (ACCO) with DCWP. Prior to this role, Erik worked for DYCD in their Administrative Services and Procurement units handling the Micro purchases, Small Purchases and Human Services Contracts. Erik has over 19 years of Procurement experience within the City of New York and is a two-time MWBE Champion. Connect with Erik.


Department of Correction Chief Nonprofit Officer (DOC) – Laura M. Mulle

Serving as the Deputy General Counsel in the Department of Correction, Laura's responsibilities include advising on a wide range of matters including legal, policy, operational, and administrative issues. Laura also implements terms of Consent Judgments and settlements and advocating for compliance and ultimate termination of oversight. Her portfolio also includes overseeing transactional work which includes reviewing contracts, memoranda of understanding, and other related transactional material for legal sufficiency and compliance with applicable transactional rules and regulations. Department of Design and Construction (DDC) – David J. Varoli, JD,  L.LM., DBIA

David is the Deputy Commissioner for Legal Affairs and General Counsel at the NYC Department of Design and Construction (DDC). David's over 20 years of experience in the Law Division of DDC has allowed him to become a leader in the Design and Construction space. David is also an Adjunct Professor at Fordham University in Advanced Construct Contracts. Connect with David.


Department of Health and Mental Hygiene (DOHMH) – Elizabeth Kadernauth

Elizabeth has held key roles in New York City government since 2009. Prior to joining the Department of Health and Mental Hygiene (DOHMH), she worked at the Office of Management and Budget (OMB), where she oversaw the City’s Medicaid budget, and later served as Director of Administration and Finance at the Mayor’s Office for Economic Opportunity (NYC Opportunity). In that role, she led budgeting, contracting, HR, and operations for digital service, design, and data teams focused on expanding access to public benefits. Outside of City government, Elizabeth has worked as a Health Economics Analyst and as Director of Strategy and Operations on a public-interest technology team. Connect with Liz.


Department of Housing Preservation and Development (HPD) – Ledwin Martinez  

Ledwin has been with HPD for the past three years serving the agency in multiple capacities as the Assistant Commissioner for the Procurement Services Division in the Office of Legal Affairs, the Agency Chief Contracting Officer, and most recently appointed as the new Chief Nonprofit Officer. His leadership and deep understanding of procurement operations have been critical to developing, implementing, and maintaining agency priorities and advancing critical initiatives. Prior to joining HPD, Ledwin spent five years at the Mayor's Office of Contract Services providing oversight and operational support to City agencies and assisting the nonprofit sector on their contracting needs. Department of Parks and Recreation (DPR) – Joy Wang

Joy is the Deputy Commissioner for Administration/Chief Administrative Officer at NYC Parks. Joy oversees the effective operations of Budget/Fiscal, grants purchasing and Workforce Development to meet the existing and future needs of the Agency. Joy works to cultivate relationships with Parks partners and City agencies. Joy has served in New York City government since 2001 having worked at the Mayor's Office of Contract Services, New York City Aging. She holds a Master’s of Public Administration from Columbia University's School of International and Public Affairs, a Master’s degree from Fordham University, and a Bachelor’s degree in Philosophy and French from Rutgers University.  She was also inducted in the Department of Citywide Services Leadership Institute. Department of Probation (DOP) – Aquil Jackson

Aquil is the Acting Agency Chief Contracting Officer (ACCO) for the NYC Department of Probation. Aquil oversees all contracts in our portfolio to ensure compliance and identifies operational efficiencies to ensure his team is running smoothly and supporting the work of the agency. Aquil maintains a commitment to excellent customer service and transparency to support agency partners and providers in achieving the mission and vision of DOP. Department of Social Services (DSS) – Diane Mamet

Diane Mamet serves as the Executive Director of Not-for-Profit Engagement at the Department of Social Services (DSS), acting as a key liaison between the agency and its nonprofit partners. She collaborates with DSS’s Offices of Program Accountability, Finance, Legal Affairs, and senior leadership to ensure compliance with city procurement and contracting policies while streamlining operations for efficiency. Diane is dedicated to enhancing nonprofit partnerships by resolving contract and payment issues, implementing best practices, and fostering organizational effectiveness across DSS programs. Department of Small Business Services (SBS) – Jeanette Guzman

Jeanette Guzman serves as the Director of Agency Accounts at the Department of Small Business Services. Jeanette has worked within city government for the past 25 years. Connect with Jeanette.


Department of Veterans' Services (DVS) – Jon Ortiz

Jon Ortiz currently serves as the Deputy Agency Chief Contracting Officer for the Department of Veterans’ Services (DVS), a role he assumed in May 2025 after joining the agency as a Procurement Analyst in December 2022. In his current position, Jon leads all PASSPort-related contracting for DVS, providing strategic guidance on procurement approaches and ensuring that contracts are properly registered and compliant. Prior to his time at DVS, Jon served as a Senior Procurement Analyst at the Mayor’s Office of Contract Services (MOCS), where he gained valuable experience supporting vendors in navigating the PASSPort platform. With a strong understanding of the challenges that both agencies and community partners face in working within the city’s procurement system, Jon is committed to offering practical, solutions-oriented support. Department of Youth and Community Development (DYCD) – Eileen Parfrey-Smith 

Eileen serves as DYCD’s Chief Nonprofit Officer, bringing a wide range of experience in both City government and nonprofit work. Eileen has worked primarily in human service procurement for the City since 2007. Connect with Eileen.


Mayor's Office of Criminal Justice (MOCJ) – Emonica Moye

Emonica Moye is the Deputy Agency Chief Contracting Officer for the Mayor's Office of Criminal Justice. With 18 years of experience as a procurement professional, Emonica is committed to assisting our community of nonprofit organizations by ensuring their payments are accurately reflected in the PASSPort System and providing guidance on the next steps. New York City Public Schools (NYCPS) – Yasmin Cruz

Yasmin Cruz serves as the Chief Nonprofit Officer for the NYC Department of Education, where she leads strategic efforts to strengthen partnerships between the NYCPS and the city’s nonprofit sector. A seasoned executive with deep expertise in public administration, strategic planning, and community engagement, she is dedicated to advancing equity, transparency, and innovation in education. Law Department – Richard Schulsohn

Richard Schulsohn is the Chief Assistant Corporation Counsel. Richard has worked with the NYC Law Department for over 30 years. Richard has extensive experience in litigating and counselling on a wide range of commercial and real estate issues, including construction and procurements. Connect with Richard.


Mayor's Office of Contract Services (MOCS) – Ilke Denizli 

Ilke Denizli is a Senior Associate Director at the Mayor’s Office of Contract Services (MOCS), where she oversees the agency’s Nonprofit Unit. Since joining MOCS in 2018, Ilke has managed the development and implementation of several Citywide reforms focusing on the City’s nearly $20 billion human services sector, including the Indirect Cost Rate Initiative, Returnable Grant Fund, and most recently, Multiyear Discretionary Award Contracting. Mayor's Office of Management and Budget (OMB) – Shane Loughran

Shane Loughran is a Deputy Assistant Director under the Social Services Taskforce at the Mayor's Office of Management and Budget (OMB), which he joined in 2017. Under his portfolio, Shane oversees a team focused on the City's health and human service contracted nonprofit providers and assembles and oversees the budgets for several City agencies, including Aging, Veterans' Services, and Youth and Community Development. Shane holds a bachelor's degree in political science and a master's degree in public policy, both from the George Washington University. Connect with Shane.
