ATTENTION: On May 30, 2025, following litigation, the Supreme Court allowed the federal government to terminate the CHNV Parole Program. As of May 30th,CHNV recipients from Cuba, Haiti, Nicaragua, and Venezuela have lost their CHNV Protections. The federal government is no longer accepting or processing applications.

The program allowed nationals of Cuba, Haiti, Nicaragua, and Venezuela who were outside the United States and lacked U.S. entry documents to be considered, on a case-by-case basis, for advanced authorization to travel and a temporary period for up to two years, during which they may live and work in the United States.
MOIA recognizes this news may cause concern in the community. Notary services and other bad actors may also seek to take advantage of concerned immigrant New Yorkers by luring them with false promises and committing immigration fraud.
