Non-Profit Providers
All prospective tenants must work with a pre-approved social service or health provider to complete and submit an HRA 2010e application. This is an electronic application that is submitted to the HRA Placement Assessment and Client Tracking (PACT) Unit via CAPS (Coordinated Assessment and Placement System).
NYC 15/15 Initiative
HRA is the lead agency for procuring all of the NYC 15/15 social services contracts and will be the referral source for all NYC 15/15 tenant placements. HRA is working closely with our partners at DOHMH to ensure a smooth transition of social service contracts for their on-going monitoring.
- Single Site/Congregate Supportive Housing:
This is an open-ended RFP for non-profit providers to support individuals and families with children in apartments in a single building. Please see addendums posted in Mayor’s Office of Contract Services PASSPort for the current notice of available units. HRA and HPD are coordinating closely the timelines of development, social services contracts, and rental subsidy. Get an overview of this coordinated process.

Non-Profit Providers FAQ
I am a health or social service provider and want to be able to complete the HRA 2010e on behalf of my clients. How do I go about becoming approved to do this?
Thank you for taking this step to help your clients. To set up new access or to find out if your agency/institution already has a system administrator, please follow the directions below:
New Agency Access
- If you are an agency that is not currently in CAPS and would like to be granted access, please send an email to HRA CAS Support (hracassupport@hra.nyc.gov) with “New Agency Requesting CAPS Access” in the subject line and someone will reach out to you with additional instructions.
New Site Request for Agency in CAPS
If your agency currently has access to CAPS and you would like to add a new site under that existing agency, please follow these steps:
- Locate a System Administrator within your agency. You can do this in CAPS by selecting the Information Section on the left hand side of the main page and selecting Agency System Admins. This will provide you with a list of System Admins within your Agency.
- Request that they log into CAPS, go into the System Administration Section on the lower left of the screen, select Agency/Site Profile, and at the top of the screen they can select Request a New Site. They should fill in all of the new site details on the form and submit. Once the form is submitted, someone from CAS Support or PACT will reach out to you with additional instructions.
