The ACS Foster Care Scorecard is an annual assessment of foster care program performance, developed by the Office of Research and Analytics (ORA). It uses administrative data and case reviews from the Provider Agency Measurement System (PAMS) to highlight program strengths, identify areas for improvement, monitor compliance with key standards, and support better outcomes for children and families.
